NHS England and NHS Improvement – non-executive director appointments

Oluwole Kolade has been appointed as a non-executive director of NHS England from 25 March 2022 for 3 years. NHS England have appointed him as deputy chair also from this date.

Sir Andrew Morris and Professor Sir Munir Pirmohamed will transfer as non-executive directors from NHS Improvement to the new NHS England board from 1 July 2022 or when it is established and for the remainder of their terms. NHS England have announced that Sir Andrew will also be appointed as a deputy chair when he joins NHS England.

Jeremy Townsend has temporarily transferred as a non-executive director and chair of the Audit and Risk Assurance Committee from NHS England to NHS Improvement from 25 March 2022 until 30 June 2022 or until the new NHS England is established. Once the new NHS England is established, he will revert back to his role as a non-executive director and chair of the Audit and Risk Assurance Committee of NHS England for the remainder of his current term.

The appointments of Lord Ara Darzi as a non-executive director of NHS England, and Lord Patrick Carter and Rakesh Kapoor as non-executive directors of NHS Improvement, have all been extended until 30 June 2022 or until the new NHS England is established.

These extensions and the temporary transfer of Jeremy Townsend’s appointment are all to ensure both NHS England and NHS Improvement boards remain quorate through to the establishment of the new NHS England board.

All the appointments will continue to involve a time commitment of 2 to 3 days per month. Remuneration for the non-executive director roles will be at a rate of £7,883 per annum. Jeremy Townsend will continue to receive £13,137 per annum as non-executive director and chair of the Audit and Risk Assurance Committee. Oluwole Kolade has confirmed that he does not intend to take the remuneration.

In line with the Governance Code on public appointments, the department consulted the Commissioner for Public Appointments on the temporary transfer of Jeremy Townsend’s appointment, the extensions until July of the previous transfers of appointment of Lord Ara Darzi and Rakesh Kapoor, and the transfer of Sir Andrew Morris’ and Sir Munir Pirmohamed’s appointments. The commissioner was content.

NHS Digital – chair

The appointment of Laura Wade-Gery as chair of NHS Digital has been extended from 1 April 2022 for 12 months or until the disestablishment date for NHS Digital.

The role will continue to involve a time commitment of 2 to 3 days per week, and remuneration for the role is £63,000 a year.

In accordance with the Code of Governance for Public Appointments, the department consulted the Commissioner for Public Appointments on the appointment. Also in accordance with the Code, there is a requirement for appointees’ political activity to be made public. Laura Wade-Gery has not declared any political activity.

Food Standards Agency – members

Margaret Gilmore, Dr Timothy Riley and Mark Rolfe have been re-appointed as members of the Food Standards Agency for 3 years from 18 November 2022.

These appointments will continue to involve a time commitment of 20 days per year. Remuneration for the roles will be at a rate of £8,000 per year.

These appointments have been made in accordance with the Cabinet Office Code of Governance for Public Appointments. The regulation of public appointments against the requirements of this Code is carried out by the Commissioner for Public Appointments.

NHS Blood and Transplant – chair

Peter Wyman has been appointed as Chair of NHS Blood and Transplant for 3 years from 1 April 2022.

The appointment will involve a time commitment of 2 to 3 days per week. Remuneration for the role will be at a rate of £63,000 a year.

National Institute for Health and Care Excellence – Audit and Risk Committee Chair

Alina Lourie, a current non-executive director of the National Institute for Health and Care Excellence, has been appointed as the Chair of the Audit and Risk Committee from 1 April 2022 to 31 March 2025.

The appointment will continue to involve a time commitment of 2 to 3 days per month. The Chair of the Audit and Risk Committee is remunerated at a rate of £13,137 per year.

NHS Resolution – interim chair

The appointment of Mike Pinkerton as interim Chair of NHS Resolution has been extended from 1 April 2022 to 30 June 2022, or until a new chair is appointed.

The role will continue to involve a time commitment of 2 to 3 days per week, and remuneration for the role is £63,000 a year.

In accordance with the Code of Governance for Public Appointments, the department consulted the Commissioner for Public Appointments on the interim appointment.

Independent Reconfiguration Panel – member

Elaine Strachan-Hall has been appointed as a member of the Independent Reconfiguration Panel from 21 March until 30 September 2022.

Elaine Strachan-Hall has been appointed directly to the role following consultation with the Commissioner for Public Appointments. The appointment will involve a time commitment of 1 to 2 days per month. Remuneration for the role will be at a rate of £300 per day for preparation and attendance at meetings.

Professor Frances Flinter and Graham James have also been appointed for 3 years from 1 May 2022.

Lynne Berry has been reappointed as chair of the Human Tissue Authority for 3 years from 18 November 2022.

2019 Voluntary Scheme for Branded Medicines Pricing and Access (VPAS) Dispute Resolution Panel – chair

Jayne Salt has been appointed as chair of the VPAS Dispute Resolution Panel from 1 April for 21 months.

The appointment will involve a variable time commitment, with a minimum of 12 days per year. Remuneration for the role will be at a rate £650 per day plus expenses.

Jayne has held a number of roles in the Crown Prosecution Service, including as head of the West Midlands Regional Complex Casework unit. She currently works for a number of statutory and public sector regulators including the General Pharmaceutical Council, the Nursing and Midwifery Council, and the Parole Board.

In accordance with VPAS rules, the appointment is made by mutual agreement of the Department of Health and Social Care and the Association of the British Pharmaceutical Industry.

UK National Screening Committee (UK NSC) – chair

Professor Sir Mike Richards has been appointed as chair of the UK NSC from 11 March for 3 years. The role will involve a time commitment of up to 3 days per year.

There is no remuneration for this post. However, expenses will be paid in line with Department of Health and Social Care policy.

Committee on Mutagenicity of Chemicals in Food, Consumer Products and the Environment – member

Dr Paul Fowler has been reappointed as a member of the Committee on Mutagenicity of Chemicals in Food, Consumer Products and the Environment (COM) for 3 years from 1 September 2022.

The appointment will involve a time commitment of around 3 days or meetings per year. The role is not remunerated.

This appointment is are made in accordance with the Cabinet Office Code of Governance for Public Appointments.

NHS England – chair

Richard Meddings CBE has been confirmed as the new chair of NHS England following the pre-appointment hearing on 18 January 2022.

His appointment will be for 4 years and will begin in March 2022.

The appointment will involve a time commitment of 2 to 3 days per week. Remuneration for the role will be at a rate of £63,000 a year, which Mr Meddings intends to donate to charity.

This appointment is made in accordance with the Cabinet Office Code of Governance for Public Appointments. The regulation of public appointments against the requirements of this Code is carried out by the Commissioner for Public Appointments.

NHS Resolution – chair

Following the resignation of Martin Thomas as chair of NHS Resolution from 28 January, Mike Pinkerton has been appointed as interim chair of NHS Resolution from 29 January 2022 until 31 March 2022. Mike currently serves as a non-executive director and senior independent director on the NHS Resolution board.

The role requires a time commitment of 2 to 3 days per week and remuneration for the role is £63,000 a year.

In accordance with the Code of Governance for Public Appointments, the department consulted the Commissioner for Public Appointments on the interim appointment. Care Quality Commission – chair

Ian Dilks OBE has been named as the government’s preferred candidate for the next chair of the Care Quality Commission.

Sajid Javid, the Secretary of State for Health and Social Care, has today (19 January 2022) invited the Health and Social Care Committee to hold a pre-appointment scrutiny hearing with Ian.

Ian is the senior independent director of Royal London Insurance and the former chair of NHS Resolution. Ian is an accountant by background and in his executive career with PwC he was a member of the global financial services leadership team and global insurance leader and latterly the global leader for public policy and regulatory affairs. He is also a former expert adviser to the House of Commons Treasury Committee.

He was selected following an open public appointment process to appoint a successor to Peter Wyman. Following the select committee hearing, the committee will set out its views on the candidate’s suitability for the role. The Secretary of State will then consider the committee’s report before making a final decision on the appointment.

NHS England – chair

Richard Meddings has been named as the government’s preferred candidate for the next chair of NHS England.

Sajid Javid, the Secretary of State for Health and Social Care, has today (23 December 2021) invited the Health and Social Care Committee to hold a pre-appointment scrutiny hearing with Richard.

Richard was until recently the chair of TSB Bank and is a non-executive director at Credit Suisse and HM Treasury. He is a chartered accountant by background and the former Group Finance Director for Standard Chartered bank.

He was selected following an open public appointment process to appoint a successor to Lord David Prior.

Following the select committee hearing, the committee will set out its views on the candidate’s suitability for the role. The Secretary of State will then consider the committee’s report before making a final decision on the appointment.

NHS Resolution – non-executive directors

Janice Barber and Professor Dame Lesley Regan have been appointed as non-executive directors of NHS Resolution. Janice Barber has been appointed for 2 years from 18 January 2022 and Professor Dame Lesley Regan has been appointed for 3 years from 6 December 2021.

The appointments will involve a time commitment of 2 to 3 days a month. Remuneration for the roles will be at a rate of £7,883 a year.

NHS Improvement – interim chair and interim non-executive director

Sir Andrew Morris has been appointed as interim chair and Dame Julia Goodfellow as interim non-executive director (NED) of NHS Improvement (NHSI) from 30 October 2021 to 31 March 2022, or until subject to the passage of legislation, Monitor and the NHS Trust Development Authority are legally disestablished, if later.

The chair appointment will involve a time commitment of 2 to 3 days per week for a remuneration of £63,000 a year.

The NED appointment will involve a time commitment of 2 to 3 days per month for a remuneration of £7,883 a year.

In line with the Governance Code on public appointments, the department consulted the Commissioner for Public Appointments on the direct interim appointments of Sir Andrew Morris and Dame Julia Goodfellow. The Commissioner was content. The interim appointments were to ensure that the NHS Improvement board remained quorate through to 2022 and the establishment of the new NHS England board.

Ann McConnell has been appointed as a Member of the Review Body on Doctors’ and Dentists’ Remuneration for 3 years from 15 November 2021.

Rt Hon Professor Lord Kakkar has been appointed as chair of the Office for the Strategic Coordination of Health Research for 3 years from 11 October 2021.

The appointment will involve a time commitment of 20 days per year. Remuneration for the role is set at a rate of £7,000 per year. Lord Kakkar has confirmed that he does not intend to take the remuneration.

National Institute for Health and Care Excellence (NICE) – non-executive director

NHS Blood and Transplant (NHSBT) – chair and interim chair appointment

Following 4 years as chair of NHS Blood and Transplant (NHSBT), Millie Banerjee has confirmed her intention to step down on 6 August 2021.

Health Minister Lord Bethell said:

Millie Banerjee has enjoyed a long career across the private and public sector. During her time as chair of NHS Blood and Transplant, the organisation implemented a change of law on opt-out organ donations, established the convalescent plasma programme and kept organ transplants going, even at the height of the pandemic.

I’d like to congratulate John Pattullo on his interim appointment and look forward to working with him as NHS Blood and Transplant continues to provide vital support to the NHS and to patients across the country.

Following consultation with the Commissioner for Public Appointments, John Pattullo, former chair of NHS Blood and Transplant, has been appointed as interim chair from 7 August 2021 until 31 March 2022, or until a new chair is appointed, whichever is sooner. An open competition for a new chair will be launched in due course.

Rakesh Kapoor has temporarily transferred as a non-executive director from NHS England to NHS Improvement from 1 May 2021 until 31 March 2022. From 1 April 2022, he will revert back to his role as a non-executive director of NHS England for the remainder of his current term, until 31 December 2023.

Laura Wade-Gery has been reappointed as a non-executive director of NHS England for 2 years from 1 August 2021.

Sir Andrew Morris and Professor Sir Munir Pirmohamed have been reappointed as non-executive directors of NHS Improvement for 2 years from 1 August 2021, and 1 January 2022, respectively.

The appointments of Lord Ara Darzi as a non-executive director of NHS England, and Lord Patrick Carter and Oluwole Kolade as non-executive directors of NHS Improvement have all been extended until 31 March 2022. All the appointments will continue to involve a time commitment of 2 to 3 days per month. Remuneration for the roles will be at a rate of £7,883 per year. Oluwole Kolade has confirmed that he does not intend to take the remuneration. 

In line with the Governance Code on public appointments, the department consulted the Commissioner for Public Appointments on the transfer of Rakesh Kapoor’s appointment and the extensions of the previous transfers of appointment of Professor Sir Munir Pirmohamed, Lord Ara Darzi and Laura Wade-Gery. The Commissioner was content. The transfers were to ensure both NHS England and NHS Improvement boards remained quorate through to 2022 and the establishment of the new NHS England board.

British Pharmacopoeia Commission – chair

Professor Kevin Taylor’s appointment as chair of the British Pharmacopoeia Commission (BPC) has been extended for one year from 1 October 2021.

The appointment will involve a time commitment of 3 one-day BPC meetings per year, and attendance at European Pharmacopoeia Commission meetings as required (usually 3 two-day meetings per year). Remuneration for the role will be at a rate of £500 per meeting.

Food Standards Agency – preferred candidate for chair

Professor Susan Jebb has been named as the government’s preferred candidate for the post of chair of the Food Standards Agency (FSA).

Susan was selected through an open public appointment process which began in January 2021 to appoint a successor to Heather Hancock who stepped down as chair of the FSA on 31 January 2021.

Matt Hancock, the Secretary of State for Health and Social Care, has today (22 April 2021) on behalf of all the appointing authorities invited the Health and Social Care Committee to hold a public pre-appointment scrutiny hearing at their earliest opportunity and report on the preferred candidate’s suitability for the post. This is in line with proposals for scrutiny of key positions in which Parliament has an interest.

After a hearing, the committee will set out its views on the candidate’s suitability. The appointing authorities will then consider the conclusions of the committee’s report carefully before deciding whether or not to proceed with the appointment.

Susan is currently Professor of Diet and Population Health at the Nuffield Department of Primary Care Health Sciences and Senior Research Fellow at Jesus College, at the University of Oxford, a Fellow of the Academy of Medical Sciences and an Honorary Fellow of the Royal College of Physicians.

Commission on Human Medicines – commissioners

Professor Amanda Adler, Professor Sandosh Padmanabhan, Professor Steve Cunningham and Professor Yvonne Perrie have been appointed as commissioners of the Commission on Human Medicines for 4 years from 1 May 2021.
